I am a very new Mac user. I have an Imac G4 here running Os X 10.2. I have tried everything that I could find on the internet to get this drive to display. I have removed the drive and verified that the drive functions and reads discs just fine. If I run system profiler the drive is listed along with the hard drive. The drive does not show up in Disk Utility.

If the drive in question is an Internal optical drive, it will not appear. All of mine have combo or super drive models and they never show in the Disk Utility window (unless a disc is in the drive) but the hard- ware will show in the System Profiler's list of hardware drive items.
As an external drive, it may show only with media in it; but that depends on the brand and model of an external optical drive. Some are not compatible. If the unit is an External drive, and not a FireWire model, it probably won't work. USB has limits, as some disc burn utilities from third parties can help use them, others won't. If the unit is an External (since your writing is not clear on what it is) the rules vary somewhat and seeing an unsupported drive on the desktop as an icon may be spotty.

I have physically removed the drive and hooked it up to a PC and loaded software from it. It is an IDE drive. (I'm a PC man so it is more comfortable for me to test on a PC) After reinstalling the drive into the ImacG4 I have verified that the system profiler sees the drive.

However, it will not eject by using the eject button on the keyboard. I also find no other 'sign' of the drive being available for me to use. However, my knowledge about Macs is very limited. Since that time, my drive does not work. Although it shows in the profiler, correctly, within iTunes there appears to be no drive available for disc burning. My guess is there's a system preference or plug in from the Nero software (maybe--I don't have the disks anymore) missing or something else that needs to be reloaded that was lost in the crash.
